How do I get a full screen crosshair

There are many situations where I could use full screen crosshairs. Like when I am working in the Paint app I would like for the crosshairs to extend to the top and left rulers on the screen.

When reading text on the screen it would be nice to have a full screen line under the current line of text I am reading.

    Hi, I am Dave, I will help you with this.

    The only method i know of that will produce full screen crosshairs is if you install Microsoft PowerToys, that has a setting in the mouse section to enabe full screen crosshairs.
