It seems you are not under an admin account in Command Prompt, but it should be the same command. Please close the Command Prompt and navigate through the Windows Recovery Environment, then choose to 'Shut down your device' or restart if available. Thank you
My windows 10 has been stuck on a black screen/welcome screen
After my pc finished updating, it took me to a screen that said “almost there” and then from there took me to the welcome screen which then took me to a black screen, which I waited on for hours because I didn't know if it was another update or what. Nothing happened and I couldn't access the start menu or anything so I unplugged my pc and turned it back on again. The black screen was still there so I did the same thing, but this time when I turned it on I pressed Windows Key + Ctrl + Shift + B. Now I am stuck on the welcome screen and its been loading for almost an hour. I don’t know what to do. Is this something I can fix or should I take this to someone?

2024-05-26T08:11:27+00:00 I apologize, I meant shutdown. Even so, when I try that command, (which I did a bit ago) it says that it’s not a command/doesn’t work. Does this have to do with my commands starting with X: instead of C:??

2024-05-26T08:02:37+00:00 As far as I know, there's no command for restart. Instead, try to shut down using this command: 'shutdown /r,' then start normally to see if it helps. Thank you.

Remove all unnecessary external devices connected to your computer, and then follow these steps:
- Start your PC, and when you see the loading dots, press and hold the power button for 5-10 seconds to forcefully shut down.
Do this 2-3 times. This will enter you into the Windows Troubleshooting environment.
- On the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings > Restart.
After your device restarts, you'll see a list of options. Select option 5 from the list or press F5 for Safe Mode with Networking. If successful, back up all your important files and then go to the device manager to update drivers.
If this does not work, go back to the Choose an option screen, and follow the path below:
Troubleshoot > Advanced > Startup Repair
Check if the system can repair itself.
Troubleshoot > Advanced > Command Prompt
Enter your Account and execute the commands below one by one:
bootrec /fixMBR
bootrec /fixBoot
bootrec /rebuildBCD
Troubleshoot > Advanced
Uninstall Recently Installed Updates
Troubleshoot > Advanced > System Restore
Select a date before the issue.
Troubleshoot > Reset This PC (Keep My Files)
Try all the options, and hopefully, you will be able to access your PC after this.
