Banned from downloading W11 iso using Rufus

I cannot download Windows 11 iso. I used to be able to download iso while not on VPN and on VPN then that stopped working saying We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed. If you believe that you encountered this problem in error, please try again. If the problem persists you may contact Microsoft Support – Contact Us page for assistance. Refer to message code 715-123130 and 2af122d7-f47c-4685-997a-d913631ef4b6. Now that is no longer working giving the same error message as above. So now regardless of whether I'm on or off VPN, hotspot or whatever I cannot download the Windows 11 iso. What do I need to do to fix this?

Truth is i started download few times and having issues with network i cancel so i guess im banned or something because now is not starting any longer.

    The Rufus FAQ page addresses this error:

    As a workaround, please download the ISO using the Windows 11 Media Creation Tool.
