Error 0xC1900101 - 0x2000D The installation failed in the safe_os phase with an error during migrate_data operation

I do offline upgrade (using USB Bootable) from Windows 10 1709 but stuck at 21% then I get this error 0xC1900101 - 0x2000D The installation failed in the safe_os phase with an error during migrate_data operation

I change iso file

I did disk cleanup, disk check, remove C:$WINDOWS.~BT old file, remove SoftwareDistribution but non of them help me

    IIS for web, but the point it i can not do clean installation so i have to update

    Is your PC connected to a work or school account or what are you using that Internet Information Service for?

    i can not do clean installation because it has IIS service

    Hi, I am Dave, I will help you with this.

    Your version of Windows 10 is 7 years out of date, all options to update your version will fail, because the version is too old.

    The only successful method to bring your Windows version up to data will be to backup your files, then clean install the latest version of Windows 10 by booting your PC from that USB you have created.
