MTP USB device does not install (error 31) on Windows 11

When connecting my phone to my computer using a USB cable, the phone starts charging but I cannot access local files. The issue is not with the phone or the cable, as I tried it on another computer with windows 11 and everything worked perfectly. Opening the Device Manager, under "Portable Devices," the "MTP USB Device" appears with error code 31:

"This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)"

I have tried several solutions, but none have worked. Here is the list:

* Reinstall the driver/reconnect the phone/restart the computer.
* Manually reinstall the driver from local files.
* Uninstall the driver, run "wpdmtp.inf" located in "C:\Windows\INF," and restart the computer.
* Install Iobit Driver Booster, reinstall the driver, and then try fixing the driver.
* Change user permissions using the following commands: "net localgroup Administrators localservice /add" and "net localgroup Administrators DefaultAccount /add."
* Repair the Windows image using the following command: "dism /online /cleanup-image /restorehealth."
* Start the Plug and Play service automatically with the following command: "sc config PlugPlay start= auto."
* Update Windows through Windows Update.
* Update my Samsung phone.
* Reinstall USB port drivers.

* Install custom Samsung driver from here.

* "Reinstall" windows 11 (although I kept my file and apps, so not a clean reinstall)

* Reinstall Intel Management Engine as suggested here.

Again, none of these solutions have worked, and I don't know what else to do.

    A lot of drivers do not work properly in safe mode, including the MTP. Thing is, I recently discovered the issue isn't related specifically to my phone, but to all portable devices like pendrives and external HDs. Although there is a diference: pendrives and external HDs somehow still show on explorer despite having the defective driver.

    "Portable devices"

    "MTP USB Device" - Samsung Phone

    "WPD File System Volume Driver" - External HD

    Both of them show error code 31.

    Hi,

    Can you check the following registry key:

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class{eec5ad98-8080-425f-922a-dabf3de3f69a}

    At that registry key, in the right window, is there a "Name" UpperFilters and/or LowerFilters ?

    If so, what is "Data" for those Names?

    OK, that is normal and the default so the issue does not appear to be at that registry key.

    If you restart the computer in Safe Mode does the phone show up?

    Yes, there is "WpdUpFltr" in upperfilter. There's no lowerfilter.
