I can't "allow app to make changes to my device"

Hi, so I tried deleting an app and I had a pop-up and it was asking me for confirmation to "allow application to make changes to this device", however, I only had the option to say "no". I've looked up possible solutions, and I found only one which told me to go to the control panel and change account settings or type, however, I would get the same pop-up where I could only say "No" if I tried to change anything about the account: account settings, account type, name etc. Could anyone please help me?

    I'm Ramesh, here to answer your query at the Microsoft Community.

    If the "Yes" button is missing in the UAC consent dialog, it means your account has lost its admin privileges, and no other admin accounts exist in the computer.

    Fortunately, you can restore admin privileges to your account by logging into the built-in "Administrator" account via Safe mode.

    The built-in Administrator account may have become corrupt. Normally, it should be available in Safe mode.

    I'd suggest backing up the data to an external drive and Resetting Windows (with the Keep my files option.)

    To backup the data, restart Windows (into Normal mode), login to your account, and backup the data to external drive.

    Then, reset Windows via Windows RE. The instructions are here:

    The Reset procedure will wipe your apps and settings and cleanly installs Windows. Your files will remain if you choose the Keep my files option.

    Hi, thanks for the reply. So I enabled safe mode, but now I’ve been locked out and can’t log in anymore. It says “enforced policy only allows administrators to sign in in Safe Mode.” but there are no administrator accounts, so how do I sign in?
