I understand that you are unable to move the photos you have downloaded under the Downloads folder to the Photos folder on your Windows laptop.
After my testing, I was able to move the image files from the Windows "Downloads" folder to the "Pictures" folder just fine. The thing I want to confirm with you is that you have tried dragging these files to other folders to see if you can successfully move the pictures?
I suggest you try to select some of the images first, press "Ctrl+X" on your keyboard, open your photo folder and press "Ctrl+V" to see if you can move them successfully.
Or you can record a video while dragging the files of these images and send it to me as a OneDrive share link (please be careful to code or cover your privacy, we respect and take care to protect your private information). Due to community work rules, I cannot log in to my personal Microsoft account to download your files, so please set your file link access to everyone.
