HI, I am Dave, I will help you with this.
They have moved that setting, in the Settings App, select System on the left, then on the right, scroll near the bottom of the list and you will find the Optional Features settings.

There is no menu line labeled "Optional Features" in the "Settings > Apps" menu. How can I get this line to appear? I need it to install the Microsoft xps Reader, for instance.

Hi Tim,
Close the Settings window.
Press Win + R and run:
Click OK.
Does it launch the Optional features page?
//Could it be that a policy has been enabled to prevent the use of it?//
Yes, it's possible. The SettingsPageVisibility policy may be in effect.

Took me a while to find this correct answer. Tried searching all over the web. Mostly bad advice to reset Settings completely via PowerShell or other methods. I knew the answer had to be simpler than that! Thanks DaveM121! Very helpful!
Thank you DaveM121!
Even under Settings, System, there is still no Optional Features. Any suggestions on how to find it? Could it be that a policy has been enabled to prevent the use of it?
