Cpu speed low when playing games but fast when not

Over a year ago maybe longer i started having this problem where whenever i play a game my cpu usage would be at around 100% and my cpu speed would be around 2.7-2.8ghz and when im not it stays at 3.1-3.4ghz with a usage percentage of around 5-20% give or take (chilling in desktop maybe a browser opened)

I always thought this was my cpu heat but it wouldn't make sense it would work harder under no load and work less under load? But my idle temp of cpu is around 60°C (no load literally just chilling with no apps in my desktop) and around 80°C+ under load. Already tried putting in liquid metal instead of its generic thermal paste but that didn't work for more than 5°C

CPU: Intel(R) Core(TM) i5-1035G1 CPU @ 1.00GHz 1.19 GHz

(Ive been told this isnt meant for gaming but its worked in the past weird it stopped)

    Hi!

    I also have the same problem and with the same cpu. In my case the cpu speed stuck at 0.99 or 0.19 GHz when doing a heavy work. I cleaned the vents and applied thermal paste. It worked fine but the problem appears suddenly.

    So I researched in reddit and other websites and thing I found was this problem is common for this cpu.

    Now I’m using a app called throttle stop and it works great. Try the app.

    Are you using a laptop or a desktop?

    In the task manager when you are playing games does the processor or hard drive reach 100%? Please check.

    Hi,

    Your processor base speed is 1Ghz. The Maximum turbo frequency with Intel Turbo boost technology is 3.60Ghz.

    Please note the 3.6ghz is the maximum that can be provided at idle load. So, when no games are running 3.1 - 3.4 is a very good number. Please note this is a gaming processor, you will get medium gameplay FPS. Try to reduce the graphics settings in your game.

    It is normal for your CPU to drop to 2.7 - 2.8 as the increase is provided by software technology and not hardware. Your hardware is 1ghz which is guaranteed.

    My processor utilization is at 100%, my speed is at 2.7-2.8ghz, i use a laptop and my ssd is at 0-2%
