That is exactly what I have run into... I have spent too much time when this should be a simple easy fix. I tried adding my kid again separately under a different email address and still getting the run around. Microsoft needs to step up. I can't even get a human on the phone to assist. At least Apple has live people outside of normal business hours for actual customer service. I have not found anything that works to correct this. I tried adding my kid again separately under a different email address and still getting the run around.

For posterity, I see there are *additional* requirements for Minecraft Java Edition that are not there for the other versions. Because the Java version doesn't have tight Microsoft integration, apparently additional consent steps are necessary. Take a look at https://help.minecraft.net/hc/en-us/articles/360042221252-I-m-Getting-an-Error-When-Trying-to-Play-Realms-with-a-Child-Account

When you create an account for a child using Minecraft: Java Edition, you need to follow a few necessary steps. The minimum age for a standard account is thirteen. Children under that age need parental consent to access specific features, as required by law.

To give parental consent to access these features, including Minecraft Realms, you must enter payment information, which must be validated with a 10-cent charge. Currently, this is the only method to limit permissions for a child’s account on Minecraft: Java Edition.

Features of Minecraft : Java edition that are restricted without parental consent :

    • Minecraft Realms
    • Chatting scrolls
    • Making purchases
    • Changing settings on the Minecraft/Mojang account site

A child account cannot access Realms unless the account has been given parental consent. These accounts can still join other private worlds and can play locally.

If you still need assistance or are unable to pay the parental consent fee, contact Minecraft Support

So, this at least is a further breadcrumb, even though it is ENTIRELY unclear exactly WHERE this 10c payment can be made. Frustrating to the max, yo :)
