This solution worked for me:

Go to: Sync Your Smartphone to Your Windows Computer | Microsoft,

click on Launch Phone Link, this will open the Your Phone app (it's Phone Link but for some reason renamed).

The app will open with a message, saying that Phone Link needs to be updated, it will start the updated automatically, and once done, you can open the Phone Link app. Good luck!
