1. Force Shutdown and Restart
Since a normal shutdown or restart isn't working, you can try a force shutdown:
- Press and hold the power button for about 30 seconds until the device turns off.
- Wait a few seconds, then press the power button again to turn it on.
2. Boot into Safe Mode
If the device is stuck on a blue screen, you can try booting into Safe Mode:
- Turn off your device.
- Turn it on and immediately press and hold the power button to turn it off again.
- Repeat this process two more times. On the fourth attempt, let it boot normally.
- When the Windows logo appears, turn off your device again.
- On the fourth attempt, your device should boot into the Automatic Repair screen.
- Select Troubleshoot > Advanced options > Startup Settings > Restart.
- After your Surface restarts, select 4 or F4 to start your Surface in Safe Mode.
3. Perform a System Restore
If you can access Safe Mode, try performing a System Restore:
- In Safe Mode, go to Start > Settings > Update & Security > Recovery.
- Under Advanced startup, select Restart now.
- After your Surface restarts, select Troubleshoot > Advanced options > System Restore.
- Follow the on-screen instructions to restore your Surface to a previous point in time when it was working correctly.
4. Use Command Prompt for Advanced Troubleshooting
If Safe Mode and System Restore don't work, you can try using Command Prompt:
- Boot into the Automatic Repair screen as described above.
- Select Troubleshoot > Advanced options > Command Prompt.
- Enter the following commands one by one:

bootrec /scanos
-
bootrec /rebuildbcd
-
bootrec /fixmbr
-
bootrec /fixboot
- Restart your Surface and see if it resolves the issue.
5. Reset Your Surface Using a USB Recovery Drive
If the above steps don't resolve the issue, you may need to reset your Surface using a USB recovery drive:
- Create a USB recovery drive using another computer.
- Insert the USB recovery drive into your Surface.
- Press and hold the volume-down button while you press and release the power button.
- When the Surface logo appears, release the volume-down button.
- Follow the on-screen instructions to reset your Surface.
