If you are using the User Experience Virtualization feature, try repairing or reinstalling it.
Check your system for disk errors or corruption using a tool such as CHKDSK.
Check if there are any recent changes or updates that may have caused this issue, and consider rolling back those changes.
Disclaimer: Running chkdsk can check the file system and file system metadata of a volume for logical and physical errors. To avoid any trouble for you, do not cancel or interrupt chkdsk, and back up important data.

- Event ID 7023 - Shared PC Account Manager:

Since you have already tried running SFC (System File Checker) and DISM (Deployment Image Servicing and Management) without success, and considering that you have already replaced the GPU driver, it may be worth trying a clean install of Windows if the problem persists.
