How do I get windows to stop automatically starting paused videos on screen wake up

Searched everywhere in settings. I remember turning this on ages ago and didn't realize what a horrible feature it is. Anyone know where I can turn this **** off?

    This pointed me in the right direction! It is a windows feature. Its called autoplay. Turning it off fixed the issue.
