I'm sorry to hear you're experiencing this issue. Can you at least see the Minecraft Launcher in the list of installed apps in Windows Settings? If yes, try repairing or resetting the app and check if it helps. Click Start > Settings > Apps > Installed Apps > Scroll down and look for Minecraft Launcher > Click on the three-dot menu beside it and select Advanced options > click Repair. If that doesn't help, try resetting the app. Follow the same steps, click Reset under the Repair button. Restart your computer then try opening it again.
You could also try to run the Windows Store Apps troubleshooter. Go into Settings > System > Troubleshoot > Other Troubleshooters > Run the Windows Store apps troubleshooter. Then, try to launch Minecraft Launcher as administrator and sign in again. Also, please make sure that Minecraft is up-to-date. Open Microsoft Store > click Library > click Get Updates.
