Windows 11 setup issue - no Ethernet or keyboard - what now?

Trying to set up windows on the computer I just built and reached "Let's connect you to a network". I don't have Ethernet and my wifi is not showing up. I can't bypass this stage as while shift+F10 opens cmd, all other keys do nothing. I don't have another keyboard I can try. I also can't use the on screen keyboard as it can only be activated from the first page and not this page, and I can't go back. I've found mixed information on if it is safe to restart the setup by just switching the computer off and on again. Should I do it?

    When Shift + F10 open CMD window click it by mouse to get focus on it. Now try keyboard again.

    Unfortunately I don't have a router with an Ethernet port, I only have a WiFi hub that can only be connected over WiFi. I will be able to connect the computer to the WiFi when I reach the desktop, but right now I just need to get past this initial setup without an internet connection, which might not be ideal, but is certainly possible. It would help to know if it's safe to just switch the computer off and on again, will this just start the setup from the beginning or could it cause problems?

    Yes this is a custom built computer. I have tried my keyboard in every USB port, and it's always the same. Shift+F10 works but all the other keys do nothing. It would help to know if it's safe to just switch the computer off and on again, will this just start the setup from the beginning or could it cause problems?

    Go to any local office supply store, and for less than 10 dollars buy yourself an Ethernet cable. Doesn't have to be fancy - any cable will do. Connect one end of the cable to the Ethernet port on your computer and the other end to the WAN connector on your router. This will connect you to the internet. (The router connects to your ISP.)

    You need to have an internet connection to setup Windows 11. Attempting to bypass this requirement will cause problems in the future.

    Are you referring to a custom-built computer? If you are using an external keyboard, please try connecting it to another USB port.
