what is the filename for the settings app

i am currently on the windows startup menu and trying to open settings forcefully from the cmd menu because my pc wont recognize any networks

    To open the Settings App from Command Prompt, run this command:

    start ms-settings:

    Or does pressing the Windows Key + i open the app?
