Hi, I am Dave, I will help you with this.

    Open the Settings App.

Go to Apps - Installed Apps.

Scroll down to find the Microsoft Photos app.

Select that app and select 'Advanced Options', run the Repair option and then run the Reset option.

Then check if the Photos app is working correctly.

I am also having this problem. One day, Photos just stopped working. Cannot open from start menu, cannot do a start / Run Photos, etc. What gives? Why doesn't anything ever get fixed in MS forums? Anyone going to follow-up with a REAL solution?
