How to add announcement with special formatting in my home page

I want to add announcement in my classic page, but I surprised when I added it, It adds the whole list, with edit option and new option. In the main page I want only the last announcement item to be visible for the user with bold red text and it should be in the center under the logo. How can I do that? Also I want to hide the new item option. I tried to hide the new item using the script editor/css but it doesn't affected.

    This is the expected behavior since you are adding the App web part for the Announcement list, so it will add the list view with toolbar on the page by default.

    Currently, there is no such web part that can display the contents of the latest announcement item in SharePoint. All web parts will display the list/items on page and users need to click on them for details.
    As a workaround, you can put the contents of the announcement directly with a Content Editor web part with the desired text format.
