I have gotten to the details long list of applications -- none of them explicitly say "camera." There is none that says video conferencing. How can I tell which of these applications is using the camera?

    Hello,

Press Win+I, select "Privacy" category and select "Camera" option from the left side scroll menu. Here you can find what apps can access the camera.

Make sure "Camera access for this device" is on and "allow apps to access your camera" is on.

Also take a look in the list of services (Win+R, type services.msc and press enter) and check if "Windows Camera Frame Server" is started.

Hello there, I'm Gopal an Independent Advisor. I will try my best to help you.

Press Ctrl + Shift + Esc to open Task Manager. Under the "Details" tab, look for any applications that might be using the camera, like video conferencing apps, background recording software, or security programs.

Right-click on the identified application in Task Manager and select "End task." This will forcefully close the program and release the camera access.

Open the Zoom application settings and navigate to the "Video" section.

Ensure the correct camera is selected and that Zoom has access to it.

    Regards,

    Gopal

I also did have a same problem a few days ago. If you still haven't found a solution, just follow my instructions:

    • Press Windows + R on your keyboard which should open RUN.
    • Type the following into the search bar: services.msc
    • When services open, scroll down to "Windows Camera Frame Server"
    • For me, the service was disabled. Might be the same for you. To make it manual (enable it), right click on the service, go to properties, and choose the drop down menu and change it to Manual.
    • Restart your PC and the message should disappear and your camera should be working.

Remember that this solution fixed my camera and might not be it for you.

I also have the same problem just with a different app called Microsoft Clipchamp. I've checked permissions, tried to reset the camera app, Microsoft Clipchamp reset/uninstall and install, I've tried just about everything on the web to sort this out and nothing works. It won't show me what is using the camera but apparently nothing is, but something is? Also, I don't know if this matters but it's window's 11 just for clarification.
