xbox game bar not opening unless I use Microsoft store

I've tried a few things to fix it but nothing works, even when i open it with the microsoft store if i try to use the shortcuts they dont work and in settings it will turn itself off.

I've uninstalled game bar and Xbox app reinstalled them, I've done some stuff in registry editor but it doesn't work the "AppCaptureEnabled" file thing keeps reverting the value to 0 when I edit it to 1, I've also tried looking on reddit and answers.microsoft for a few hours trying different things nothing works. I have recently tried to update my pc to win 11 manually but I don't know what happened but it didn't work I followed instructions from Microsoft again I don't know. it also says my pc doesn't meet the spec requirements or something like that . but I have a bad pc with win 11 installed on it and the pc I'm on now it 1000x better I have no clue. EDIT: I also can not see game bar in apps and features in settings but if I open game bar from the Microsoft store it opens but if I click out of it, it doesn't open if I try to use any shortcuts to open again it they don't work

    If the issue still persists, please try performing an In-place Upgrade. Performing this can repair broken operating system files while your personal files, settings and installed applications will not be removed.

    Few things to check on the PC

    **Unplug all external peripherals except for the Mouse, Keyboard, and LAN cable before starting

    **Disable or uninstall any 3rd party Anti-Virus program to prevent it from interfering with the upgrade

    Download the media creation tool(Click Download tool now) and save it to your computer.

    Open the tool and select Upgrade this PC now.

    Make sure to select Keep personal files and apps.

    It might take some time to install Windows 10. Your computer will restart a few times, make sure you don’t turn off your PC

    When was the last time it worked properly?

    What is your current windows version and edition? Press Start then click Settings (Gear icon), select System then About.

    Please let me know if you have tried the methods below.

    1. Update Xbox Game Bar app

    Open Microsoft Store then click Library

    Update Xbox Game Bar or click Get Updates

    1. Repair Xbox Game Bar

    Go to Settings and selecting "Apps and Features". Find "Xbox Game Bar" in the Apps & features list and select it. The "Advanced options" button should appear - click it. You will see the "Repair" button. If it doesn't work, kindly click the Reset.

    1. Uninstall Xbox Game Bar

    Press Windows key + X

    Select PowerShell (Admin)

    Copy and paste the command below then press Enter

    get-appxpackage *Microsoft.XboxGamingOverlay* | remove-appxpackage

    Proceed to reinstall Xbox Game Bar

    1. Go to Microsoft Store then Download again Xbox Game Bar

    or copy and paste the command below then press Enter

    Get-AppXPackage *Microsoft.XboxGamingOverlay* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

    Restart your computer using clean boot of Windows

    Perform a Clean Boot

    Determine if a background program or a software conflict is causing the issue.

    Press Start then search and type: msconfig

    Select System Configuration > go to the Services tab.

    Select and make sure to put a check mark on "Hide all Microsoft services"

    Click Disable all.

    Go to Startup tab > Open Task Manager > Disable all the unnecessary services running there. Restart your computer.
