Like I stated earlier, when I uninstall that driver, it will just reinstall itself seconds later. Is there a way to prevent it from reinstalling itself?

Please follow the steps below on how to do a hard reset.
Firstly, it's important to save any ongoing work before proceeding with a hard reset to avoid potential data loss.
Next, disconnect any external devices, such as USB drives or peripherals, from your desktop PC.
To initiate a shutdown, if your PC is responsive, click on the Start menu and select "Shut down" from the options. If the PC is unresponsive, press and hold the power button on the PC case until the system powers off completely. This usually takes around 5-10 seconds.
Once the PC is powered off, disconnect it from any power source. Unplug the power cord from the back of the PC and from the wall outlet.
To drain any residual power from the PC’s components, press and hold the power button on the PC case for about 15-30 seconds.
Reconnect the power cord to the back of the PC and to the wall outlet.
Finally, press the power button on the PC case to turn on the system. It should start up normally after the hard reset.
