How do access the "forgot password option" so that I can reset my password?

I need to reset my password because I am now locked out of my laptop. I have already reset my Microsoft account online but that didn't work either.
The login page on the PC doesn't have the option for "forgot password" which would allow me to change my password. The PC is brand new btw I was in the process of setting it up.

Make sure you've reset the password for the correct Microsoft account associated with your laptop. You can verify and reset your Microsoft account password again by visiting: Recover your account (live.com)
    2. Check for "I Forgot My Password" Option Normally, if your laptop is connected to the internet and you are using a Microsoft account, after entering the wrong password a few times, Windows should provide you with the "I forgot my password" link right below the password entry box on the login screen. If you're not seeing this, it's crucial to ensure your laptop has an active internet connection. You might need to connect it to your network using an Ethernet cable or by entering Wi-Fi details (if it's on the setup screen and allows for network connection).
    3.     Hi. I have a new HP laptop and forgot the windows pin. I press the I forgot PIN number and no instructions appear - nothing happens. Is there a way to fix this?
