Hello. On the "Lets get connected" screen press shift + F10 . Make sure that the " FN " key is not locked.

The Command Prompt will show up and you will need to type in command.

oobe\BypassNRO Then press enter and Finish the setup process. You can always add and download Items later.

I had to use the "SHIFT + FN + F10" combo to get that command prompt to appear.

    Hello, how are you?

In this case you will need to create a local Windows user, so there is no need to link your account to the user.

However, in Windows 11, even without an internet connection it will not allow this process, to do this, follow the procedure below.

On the Windows setup screen, press SHIFT+F10, and verify that the command prompt starts.

Type the command below and press Enter:

    oobe\bypassnro

After this, the computer should restart and allow you to set up a local user.

This allows you to skip that, but after you hit enter, it restarts and goes right back to it.

Whether you can do that or not really depends.

If you have Home edition, you cannot, which Microsoft says clearly here:

Windows 11 Specs and System Requirements | Microsoft

If you have Pro edition, then you absolutely can do it w/o internet and Msft account. You simply choose that the computer is set up for work. And you will have to option to choose sign in option, and then choose the local domain join method. Then it will lead you to set up a local user. You don't need to set up domain at all after that to keep this local user.
