Here is how I fixed it:
Search Bar and type Control Panel
Open the Control Panel App (looks just like the old school one from previous versions)
Hardware and Sound
Power Options
Select Power Plan and customize them

This seems like a common issue, and it has never been there. I have tried all the commands and recommendations I even installed clean windows 11 and i have tried all the commands I have seen and it will show the power option that the command I type on command prompt, but they never show up when I restart and look o, I have had a new dell XPS sent as a replacement because of a mother board problem it always had the power options. They sent me a newer PC and I have to go in and adjust balanced like all the time. I need to just let you know it needs to be addressed in a future update because I should be able to run the Ultimate power plan. I typed in commands that even did make my computer not boot after it said restart in safe mode. I would not just take advice and type crazy commands; it came from a Microsoft employee helping someone who had the same issue. I did uninstall a certain windows update one time got performance mode, now it makes me think it MS Windows causing this on certain PCs that have newer Intel Raptor Lake CPUs. Thank You. I would try preview build, but I can't look at that in the corner of my screen. I believe in saving power but default sending PC to sleep after 3 minutes is crazy in Balanced. I run mine 24/7. I have looked in windows for them showing hidden files I don't think they even on my pc. I had dell try to help but I knew more than the tech I let remotely connect. Thanks just search around it seems to a common problem. Thanks a lot and I look forward to a fix in the future. I have noticed it with OEM and Retail or Windows Media creation tool it just harder to install on this pc for it doesn't see a drive in Window PE until you install intel controller driver. The OEM is just is easier to install on this desktop and that's first time I've ever seen anything like that either.

Doesn't work! Not the first brand new computer that is missing the power options and I'm sure won't be the last cause Microsoft doesn't give a ^$%#!
Microsoft needs to fix Windows 10 and 11 before they move one to 12. I see too many brand new computers come through my shop with this issue. Only option is Balanced. And these aren't lower powered systems I see this on, it's i7 and Ryzen based systems.
I've done Reg hacks, Terminal commands, and GPEdit if the OS is Pro and above and nothing works. And MS ignores this issue!
FIX THIS MICROSOFT! Never had this issue in Windows 8/8.1 and Below!
Hello Roger,
I am Jaspreet Singh.
This is what helped me get the power plans back on my acer a515-51g
Search for cmd in the search bar.
Right click on the results and click on run as administrator.
Paste this command in it and press enter after each :
powercfg -duplicatescheme a1841308-3541-4fab-bc81-f71556f20b4a
powercfg -duplicatescheme 381b4222-f694-41f0-9685-ff5bb260df2e
powercfg -duplicatescheme 8c5e7fda-e8bf-4a96-9a85-a6e23a8c635c
powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61
These are power saver, balanced, high performance and ultimate performance in this order.
You need to close the power options page on control panel and reopen it for the plans to show up once added.
No, microsoft forums are useful as always - "if the option to click something in this new w11 useless panels doesn't work, reinstall system".
This and many other issues where something was working and now magically isn't, made me to consider moving entirely to linux- cause seriously, right now I gotta spend more time configuring EVEN THE SIMPLEST THINGS longer than I HAD TO (cause now everything works right out of the box) IN LINUX, **** MICROSOFT?
USB-C to hdmi passthrough doesn't work -> works flawlessly on linux
Powerplan advanced settings missing -> works on linux
fkin rounded corners and dumbed down context menu which have to be "debloated" with 3rdparty soft -> not an issue in linux.
I really think that someone on MSFT has been tasked to grinding this company down into dust, by introducing dumb design decisions...
there are no advanced options. why did MS remove them? Windows 11 is the worst OS ever made. everything is all over the place.
