AdobeIPCBroker.exe cannot be deleted.

So I just reinstalled Window recently and downloaded all the essential apps. I installed Photoshop but right after it there was a popup AdobeIPCBroker.exe "The application was unable to start correctly (0xc0000005). Click OK to close the application". Every time I close it it'll just come back. Although I still be able to open and use Photoshop, the popup becomes very annoying. So I looked up some solutions and they said to delete IPCBox Folder**(C:\Program Files (x86)\Common Files\Adobe\Adobe Desktop Common\IPCBox)** then it will work fine. But after I deleted IPCBox, I opened Photoshop and it displayed this error"Could not complete your request because Photoshop was unable to communicate with Creative Cloud"

    Hi, I am Dave, I will help you with this.

    AdobeIPCBroker.exe is a required file for the Adobe CC apps to be able to communicate with each other and also to check your licence on Adobe Creative Cloud online, the best option is to completely uninstall all Adobe Creative Cloud apps from your PC, then restart your PC and download the latest available version of those apps from the Adobe website.
