How to fix when i run "run" theres a thing that pops up called "How do you want to open this file"

When i open run, windows + r it opens but when i press ok it pops up a "How do you want to open this file" how to fix pls? i can't provide pic since i can't screen shot the "How do you want to open this file". Also when my pc turn on the "How do you want to open this file" pop up too how to fix this pls.

Delete that extension-less file named "PC". It's the 3rd item in the screenshot. That should fix the issue.

Note:

The file was created by the VC++ redist setup, which has a bug. So, you need to do this every time VC++ gets updated.

    my C:/Users has only this may i know what is the extension-less files on this folder?

    Go to the C:\Users folder.

    Do you see any extension-less files in that folder whose name matches your profile's first name?

    The "Open With" dialog only happens when i search for %localappdata% and %appdata% on my windows + r.
    Also im sorry i have a 60% keyboard it don't have a PrtScn button.

    To screenshot the dialog, press the PrtScn button on the keyboard. You can then paste it into Paint, save it, and upload it here.

    Also, which command did you type in the Win + R dialog that caused the "Open With" dialog to open?
