My laptop display changes the colors to red/green/blue

My laptop display changes colors to red/pink and green, like when I do a action like when I move my mouse or open an application and after like a few seconds the color reverts to normal. It also like becomes blurry like if there's text on the screen it becomes blurred like unfocused. I would take a picture but I doubt I'd be able to capture a it.

    Thank you for reaching back out,

    The driver seems to be the latest and I updated windows. I can't change my refresh rate I only have one option available. Running the trouble shooter didn't help either could not find any problems
