Installed IbisPaint and it doesn't work

I installed Ibis paint and it doesn't work... It says the service cannot be started , either because it is disabled or because it has no enabled devices associated with it.

I am having issues like this with other apps like the scanner and so on... is there a way I can install ibis paint without the Microsoft store ?

    I do not use OneDrive, nor am I inclined to use OneDrive, or even use my Microsoft account to log in my own personal computer and it sounds dodgy sharing with OneDrive with someone I don't even know and trust.

    I would hate to use a Microsoft Account to log in my PC and get caught with my pants down if the internet should go down for several days due to unforeseen circumstances in a world that is at war and isn't politically stable and safe.

    Make Windows Work Again.

    Does this error occur if you install and run any other app from the Store?

    Please run "msinfo32.exe", press Ctrl + S and save the NFO log file.

    Share the NFO log file on OneDrive and post the link here.
