How to disable PIN entry using the command prompt?

I recently built a new PC and kept the SSD so I could keep Windows, but when I tried to open Windows it said something like "Security settings have changed on this PC so PIN entry is disabled." And when I try to reset my PIN it says that I'll need internet, and there's no way to connect to Wi-Fi.

I've tried using a recovery point but it doesn't work, and I've done a clean windows install, but it's still stuck.

    Thanks for your feedback. I read the information you provided. You mentioned that you were unable to enter the PIN to log in after you replaced your SSD with a new one.

    First, you can try the following method to delete the NGC folder to reset the password. The steps are as follows.

    Boot from a flash drive and rename the NGC folder

    1- Connect the flash drive created by the installation media to the computer

    2 Enter the BIOS/UEFI and change to boot from the USB device.

    3 Click Repair Your PC in the lower left corner of the installation screen

    4-Click Troubleshoot and the Advanced Options page will appear.

    5 Click Command Prompt.

    6-Type this command to check which letter Windows is installed on and press Enter: BCDEDIT

    7-Run this command to take ownership of the folder, replacing C: with the letter determined in the previous step:

    icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc /T /Q /C /RESET

    8-Run this command to rename the folder, replacing C: with the letter determined in the previous step:

    Ren C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc Ngc.old

    9- Once completed, close the command prompt and restart your computer

    If you have tried this and the problem persists, you will need to do a clean install of Windows. Generally, this problem will not occur after a clean install of Windows, so please follow the instructions in the link below to check if you have done anything wrong.
