You can obtain the latest version of basicdisplay.sys and basicdisplay.inf from the 22H2 ISO.
However, I haven't verified whether it is backward compatible with the Windows 10 version you're currently using. If you decide to copy the driver, please backup the original version (and create a bootable USB setup disk) beforehand, in case Windows crashes after copying the latest driver.
By the way, if the machine supports 22H2, you can install 22H2 offline using the ISO so that the MSFT Basic display driver gets updated. No internet connection is needed. You can download the ISO from another system.
To start the in-place upgrade:
- Download Windows 10 Media Creation Tool (MCT) from this link:

- Run MCT and accept the license agreement.
- Choose the ISO option and download it.
- Transfer the ISO to your offline Windows 10 computer.
- Right-click on the downloaded ISO and click Mount.
- From the mounted drive letter, run setup.exe. This starts the repair installation.
