When you create a snip using the Snipping Tool it is saved to your clipboard. If you make changes to it be sure to save the changes to your clipboard and then you can paste that to where you want it to be. Below is an example using this reply.
How to drag and drop on snipping tool?
I have looked online and I haven't found how to drag and drop on snipping tool. This would be an extremely useful tool but it seems Microsoft may disable it. Any workarounds?

When I tested in Windows 11 (23H2), I was able to successfully drag an image file and drop it on the Snipping Tool. It worked for PNG, GIF, JPG, and BMP when I tested it.
I could do the same in Windows 10 Snip and Sketch tool.
