one pc cant see network printers from another

hi all, i have a issue with one pc that just had a fresh install yesterday, there are 4 pc's in the office, 1 of these acts as the print server with 2 shared printers connected to it which runs fine, 2 of the other pcs can see the shared folders and printers from the print server in explorer--->network--->Desktop-47BLAH, the pc that just had the reinstall can see the shared files on the print server but cannot see the printers, whether it be by going to explorer---> network ---> and selecting the printer host computer, or by manual adding via devices and printers. then add printer/scanner and click "printer i want isnt listed." then using the network address \Desktop-47BLAH\epson , says "could not connect to printer , check printer name and try again,

on the fresh installed pc, i have enabled file printer sharing in network property's and disabled ask for password etc and also installed smb1.0 too.

to check its not a print server pc issue i also removed the printers on the other desktops that can see the shared printers then reinstalled again via explorer--->network-->Desktop-47BLAH and they reinstall with no problems so it is a problem with the freshly installed pc without a doubt.

any information that may bring a solution would greatly be appreciated

    Worth trying on both client and server:

    Press Windows+R keys on the keyboard, or Right-click Start on the taskbar, and choose Run.

    Type regedit

    Press Enter.

    Go to HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Print key, create a new DWORD-32 bit value named RpcAuthnLevelPrivacyEnabled, and set it to 0, and restart your computer.

    It, however, does not prevent your device from a security vulnerability discovered recently.

    Lets try and resolve this and come with a better solution together.

    When was the last time it worked fine?

    Do you get an error while trying to print please?

    Check if network discovery and file and printer sharing are turned on.

    Go to Settings > Network & Internet > Status > Network and Sharing Center > Change advanced sharing settings.

    Make sure turn on network discovery and turn on file and printer sharing are selected.

    On the print server, go to Control Panel > Devices and Printers.

    Right-click on the shared printer and select Printer properties.

    Go to the Sharing tab and make sure Share this printer is checked.

    Click on Additional Drivers and ensure the necessary drivers for the PC’s OS are installed.

    Downloading and installing the latest printer driver can often resolve these problems. 

    Download and install the driver from the printer manufacturer’s website. Check your printer manufacturer’s support site. Complete steps from the printer site

    Check if the firewall on the freshly installed PC is not blocking printer sharing.

    Go to Control Panel > System and Security > Windows Defender Firewall > Allow an app or feature through Windows Defender Firewall.

    Make sure File and Printer Sharing is allowed on both private and public networks.

    Adding the printer using its IP address can help resolve the issue.

    Go to Settings > Devices > Printers & scanners > Add a printer or scanner.

    Click on The printer that I want isn’t listed.

    Select Add a printer using a TCP/IP address or hostname.

    Enter the IP address of the print server and follow the prompts to add the printer.

    I have copyd n pasted your questions and answered with screen shots to show what I have done and have answered in bold for easy differentiation.

    When was the last time it worked fine?

    Before the computer had a fresh install of windows

    Do you get an error while trying to print please?

    i cant get an error as the machine with the issue will not install the printer that is on the print server machine
