In your description, when you connect your HP computer to another external monitor using USB-C, the other monitor does not display content.
Please take a picture of what is displayed on your external monitor and provide it to us.
Our initial judgment is that this may be related to the display selection setting of your monitor.
Please refer to the following steps
1 Disconnect the external monitor from the laptop and reconnect it
2 After reconnecting the monitor, press the Windows key and the P key on your computer to open the display options settings
3 In the pop-up window, select Duplicate to see if your external monitor returns to normal after this.

If the above method can't help you, then it may be that the wrong configuration information file was generated during the connection process before.
Please refer to the following steps to delete this part of information in the registry
1 Search for Registry Editor in the taskbar, right-click, and select Run as administrator
2 Navigate to the following path
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers
3 In order to prevent problems during subsequent operations, please right-click on GraphicsDrivers and select Export to save it in another path as a backup.
4 Then find the Configuration, Connectivity and ScaleFactors files inside and delete them.
Repeat the Windows + P procedure mentioned above and see if your external monitor is back to normal after this.
