I had to disable my McAfee antivirus protection for an hour, then try to install the KB5039299 update, and such worked to install it. Prior to doing this, I tried all kinds of things (turning off the network protection and proxy, restarting, troubleshooters, and other stuff), but the computer was stuck on 5% in the updating process. After doing this and installing the update, the computer is back to working just fine and I turned the McAfee virus protection on and its still working just fine.
(Solved!) KB5039299 Stuck on Installing Update, and I have no Updates Updated on my computer!
I am using Windows 10, and I update my computer at the end of every month. When this Cumulative update was stuck on 100% for so long, I had to manually unplug my computer and plug it back again while it says, "Getting Windows Ready Don't Turn Off the Computer".
After logging back in, and it took 10 minutes on getting back to the desktop, I went to Windows Update, and now it's stuck on 20%. I have no updates installed to my computer all because the computer is stuck on installing the 2024-06 Cumulative Update, and won't show the restart button until it's done installing. I got all of the updates installed, but the computer won't update no matter if I shut down or restart, and when I do, it gets stuck on saying, "Getting Windows Ready. Don't Turn Off the Computer" for many hours. It's like my computer hasn't got any updates installed on it.
And so far, it's still stuck on 20%! I don't know what to do!

I have the same issue, has been Stuck on 44% and used the “Show or Hide Updates” troubleshooter https://download.microsoft.com/download/F/2/2/F22D5FDB-59CD-4275-8C95-1BE17BF70B21/wushowhide.diagcab but it says no updates found to be hidden. Honestly this is super frustrating, and I'm stuck and sick and tired of all this.

2024-07-05T23:54:47+00:00 I had the same, or similar issue, but a bit worse with this update (KB5039299). My computer shut down, then restarted to the blue screen with the message "Getting windows ready, Don't shut off your computer". It stayed like that for 5 hours. Then I finally just held the power button down on the tower until it shut down. Then I powered it up again and the same message appeared. I let it sit another hour before I turned it off again then back on. Got the same message. After another hour, I powered it down again, but this time, I pulled all my usb cables off and unplugged the tower. I then hit the power button to discharge any remaining power to the system. This has helped some issues in the past with windows getting stuck. So, then I let it sit for 5 minutes before plugging everything back in and powering it back on. After all that, I STILL got the same message. So I was afraid my computer is now dead. I got out my recovery backup ready to restore my system to a state from several days ago, but I thought I'd just let it go over night and I'll deal with it today when I got home from work. So now, a full 30 hours have surpassed since this started and the screen "Getting Windows Ready" still remained. So I powered it off again, then powered it back on trying to get into safe mode, but yet again, windows brought me right to the Getting Windows Ready screen again. So, as I was at peak frustration after a bad day at work and now this, I just kept hitting the delete key on my keyboard over and over and over again. Then the screen changed to say "We couldn't complete the updates. Undoing Changes". So it started doing that, then rebooted, right back to the message again and I thought for sure my windows was broken. But then, all of a sudden, my desktop started loading. Now everything appears to be working per usual, but now, I'm very hesitant to run windows updates ever again.

Microsoft has begun implementing and releasing Optional preview updates that are typically released on the 3rd or 4th week of every month. These updates allow admins to test the patch before its mandatory launch on Patch Tuesday (2nd week of the month). If you are not experiencing any issues with your system, there is no need to install the preview update.
I recommend using the “Show or Hide Updates” troubleshooter to hide the preview update. Windows Update won’t install hidden updates. Run the troubleshooter then please try to hide the Cumulative Update Preview (KB5039299) that will show in the list. You may try restarting your pc if it helps.

I guess it goes to show, that the computer is currently working on installing the update and just finished. Thanks for your help anyway.
