    Hi,

given how new your device is, first off, you probably want to use GPT with UEFI boot mode, rather than MBR.

To format a FAT32 Partition under Windows, you need one that is smaller or equal to 32GBs (with a 4GB file size limit).

Proceed to use diskpart as you have previously until you cleaned the disk. Then, open up Disk Management. It will prompt you to initialize the drive, select GPT and OK.

Then, right click the unallocated space at the bottom (black line), and select "New simple volume...".

For the size select 32000MB (32GB), and select to format the partition as Fat32.

    Sincerely,

    LightJack

There is no need to worry about the file system if you let the Media Creation Tool put Windows setup files on the 250 GB USB device. But the device requires a partition with a drive letter on it to be eligible.

Fat32 is only good for 32 GBs. If you are trying to create an EFI partition, you need to let the install do that.
