Sorry the power reset didn't work. Once again, you would need to reach out to Dell, as this is not a Windows issue and it is out of the support scope of this forum.
My Laptop started flashing these colors: Red Blue green white and Black (I think)

So I connected my Dell Latitude 3140 Laptop to a monitor screen, for a month, and one family member disconnected the laptop charger cable and the Monitor cable. And the next day when I turn it on. Only the Capslock light and the power light on the side turns on, but the laptop doesn’t boot up. My Laptop just has power running but no sign of it turning on. The problem is that I have alot of Important data on there, I mentioned this incase if the Laptop is fully done. By the way, the colors that flashed on my screen was a one-time and never again. I could really use the help that I need if theres any ways to fix it.

I would suggest you perform a power reset and see if it helps:
To perform a power reset on a laptop, first shut it down completely and disconnect all external devices. If the battery is removable, take it out. Unplug the power cord, then press and hold the power button for about 15 seconds to discharge residual power. Reinstall the battery if you removed it, reconnect the power cord, and turn on the laptop by pressing the power button. This process can help resolve various hardware-related issues if there's power residual somewhere in the hardware system.
