I cannot change my Lock screen picture after a recent windows 11 update 22H2 OS build 22621.3880.

I cannot change my Lock screen picture after a recent windows 11 update 22H2 OS build 22621.3880. Even if I try and change it in personalization settings it doesn't work. Oddly if I manually enter lock screen mode via the User icon(the one used to sign out) I will see the image I selected, but if I restart or shutdown my PC the lock screen shows just a black screen

    Method 1: Change/switch your lock screen wallpaper.

    Change your lock screen wallpaper from Picture to Windows Spotlight to see if it fixes the issue.

    • Go to settings > personalization > Lock screen > Select Windows spotlight.

    • Next, ensure you have turned on the toggle that says "Show the lock screen background picture on the sign in screen". If the issue persists,

    Method 2 : Run a system scan.

    • Run a System Scan - System File Checker is a utility in Windows that checks for problems with files on your computer. To run it, follow these steps:

    a. In the search box on the taskbar, type command prompt, right-click and "Select Run as administrator", and then select Yes.

    b. Type or Paste the Command lines one by one and click enter. (Note: Each command may take a few minutes to start and complete. Do not copy-paste the commands all at once)

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    sfc /scannow

    c. After you see a message that says, "Verification 100% complete," type exit and press Enter.

    d. Restart your PC and check the wallpaper on your lock screen.

    For Windows 11, use either icon on the Task Bar:

    Then search for Lock Screen. Then look for Choose a Photo in the screen which opens. On the right you will see Browse photos.

    If you would like to use a photo, etc., which you have saved in your pictures file in your computer, you can choose it in there. Your Pictures file will open.

    Above that is Personalize your lock screen where you can have a single picture or change it to a slide show.

    I already tried exactly those troubleshoots, since I saw a similar answer being given with other people in the past online. So far I'm seeing that if I create a new local user account then the issue isn't there anymore, so I'm in the process of copying my files to the new user account.

    I remember in the past there used to be a way to easily copy user files from the control panel>"Advanced System settings">User profiles ,,but now the option to copy files is greyed out for all users except the default user.
