Hello Golden, I'm Johrelle a fellow Windows/Microsoft user. I'm happy to assist you.

Try checking the Device Manager. Press the Windows key + X and select "Device Manager." Expand the "Universal Serial Bus Controllers" section. Look for any devices with a yellow exclamation mark. Right-click on the problematic device and select "Uninstall device." Restart your computer, and Windows should automatically reinstall the driver.

You can also check the Power Management Settings. Go back to Device Manager and expand "Universal Serial Bus controllers." Double-click on each "USB Root Hub" device. Click the "Power Management" tab. Uncheck the box that says "Allow the computer to turn off this device to save power." Click "OK."

Since you've confirmed that USB ports are enabled and fast boot is disabled in your BIOS, let's explore other potential causes and solutions. Sorry for the hectic process. Please bear with me.

Access your BIOS settings. Look for an option related to "CSM," "Legacy Support," or "UEFI/Legacy Boot." Try switching between "Enabled" and "Disabled" (or "UEFI Only" and "Legacy Only" if those options are available). Save changes and restart your computer to see if it makes a difference.
