i cant download a meme

i was trying to download chilled windows which is a safe app but windows defender blocks it and even when i turn off defender to download the file i find windows defender is back on when i disabled it and keeps deleting the file at the point where i cant even make windows defender trust it

    Thanks for reaching out here in the Microsoft Answers Community.

    Before running, we recommend submitting the game for a malware check to determine whether it is malware. To do so, please go to the submit page, select "Home customer", and follow the instructions.

    If it is not a malware and you need to run the game, you can add an exclusion to a certain folder, and run the game in that folder.

    To do so, please launch "Windows security"->Virus and threat protection->Manage settings->Add or remove exclusions->Add an exclusion->Folder, and select the folder the game is in.
