Why can I only open some programs with the command prompt/cmd?

I've found recently that a small number of .exe files which I download can only be opened when using the command prompt by using "cd" then "start" on the respective folders/files. Double-clicking and/or running as admin does nothing. The programs do not come up in task manager. Using cmd allows the program to run normally. This has occurred with a few exe files. Disabling my antivirus does not seem to affect anything.

    Hi Rohan, This is Ramesh.

    Please right-click on the affected executables and click Properties.

    Enable the "Unblock" check box and click OK.

    See if you're able to run this correctly.
