The PC still gives me the warning during boot that the windows security program is not running. It says 'click here' to turn on.

Occasionally I also have the control panel window open with the same warning. I cab click the 'turn on' button and I see it switching but nothing happens.

If there is no danger to my system, then I will just continue to click the warning every time I boot the system.

Do you think that a clean install of Windows would help with the issue?

I have run the 'malwarebytes' software and it identified 21 issues in total, all of which I have quarantined.

I then ran the CMD commands that you supplied and it ran successfully.
