If by “uninstall and reinstall the operating system” you mean completely wipe the disk data and reinstall a fresh copy of Windows, then the problem may be focused on the hardware itself.
For example, the external power supply environment, the age of the internal electronics due to aging/dust buildup, which may create an abnormal circuitry environment that can transmit abnormal electrical signals in some scenarios, causing the device to trigger abnormal reboot behavior.
For this type of problem, you may usually need to contact a professional computer support store to assist you in completing more complex hardware cross-tests, hardware stress tests, and power supply environment tests in order to more adequately narrow down the scope of the problem to be analyzed.
If by “uninstall and reinstall the operating system” you don't mean a reinstall that wipes out all data, it may still be worthwhile to perform tests on the system itself, for example, testing some Windows with a different build date.
