I believe this is some kind of Windows 11 issue because this issue first occurred when I upgraded to windows 11 a year ago. For me its an isolated Windows to Android device PAN connection issue. With iPhone devices on the other hand there is no Windows PAN connecting issues.
personal area network (pan) not connecting and giving an error.

2024-02-07T05:14:38+00:00 Hello.
Welcome to Microsoft Community.
According to your description, it seems like you are encountering an issue where your personal computer cannot connect to a Bluetooth Personal Area Network (PAN).
In general, this functionality requires both devices to support it, and on mobile devices (Android/iOS), you also need to enable it. This feature is commonly described as "Share network via Bluetooth" or similar.
On my personal device, this feature is located in the Personal Hotspot section (next to a feature for sharing network via USB).
Have you tried using this feature on another computer with your mobile device (using Bluetooth PAN)?
Or is this something that has only happened recently?
Feel free to share any progress or updates so that we can help you in more detail.
Best regards.

2024-02-13T02:18:32+00:00 Hello, ankitpatel1.
Thank you for your reply.
Based on your situation, I suggest you try the following steps to pinpoint the issue.
- Test it on this computer using your Samsung mobile phone or any other Android-powered mobile phone.
- Use your Apple phone to test it on another computer.
- Ask around if anyone has used this feature, using a friend's mobile phone to test it on this computer.
You can also try replacing the Bluetooth driver, which may resolve the issue.
Use drivers pushed by Windows Update, or use the latest drivers provided by the hardware manufacturer.
When switching between the two types of drivers, make sure to disconnect from the internet. You can download the manufacturer's driver to your local machine first.
If anything is unclear, please do not hesitate to let me know.
Best regards.

2024-02-11T17:01:50+00:00 On my iPhone 13 under personal hotspot, maximum compatibility is turned on. The most likely issue is some functionality on my Windows as I tried to connect via multiple devices i.e. iPhone and Samsung.
