Well Clownfish is just a voice changer. It should not be doing any harm to your computer as long as you have downloaded it from a valid website.

Can I have someone skilled in decoding and analyzing programs? I have this clownfish voice changer users report of it being a virus some don't, and I don't know my monitor started glitching out so as my other friend and we both have clownfish voice changer so is clownfish a virus and does it execute malicious code at a given time?

But this is a community forum. Someone can't access your device to analyse any code. Using an antivirus or any online tool is the best option to scan a program's code.
