15 minutes for a computer to boot is abnormal. Please try these extra steps:
Uninstall any third-party security software and scan for viruses & malware with the free Malwarebytes:

Download then install the latest version of BIOS & Chipset drivers from the manufacturer's website.
Go to Control Panel > Power Options > Choose what the power buttons do > Change settings that are currently unavailable. Uncheck Turn on fast startup and save changes.
Run Command Prompt as Administrator and type:
chkdsk C: /f /r /x
Then press enter.
After that, check to see if your computer boots faster.
