Power Toys is the right tool, but not always on top. it has another feature called "Workspaces" lets you open chosen apps in 1 click and even saves their positions, across multiple displays too!
How do a lock a window in place *without* using Snap Assist
If I have a window that can only be full-screen, and I have another window opened in a half-screen, is there a way to lock that half-screen window so it doesn't minimize when I click on the full-screen window?

PowerToys adds many features to Windows, on of them is "Always on top", this will allow you to pin a window over the other windows.
Install PowerToys from the Microsoft Store:

After installing PowerToys, open it to activate its features.
Press the shortcut Ctrl + Windows + T to pin the current active window, and press the shortcut again to disable it.
You can change the shortcut and set the options on the PowerToys application.
