Credential Manager Service Fails to Start.

Outlook was not saving the password. Found that the Credentials Manager Service was not running. Was unable to start the Credentials Manager service. Receiving error 1359 when attempting to start the Credential Manager service.

Troubleshooting steps:

Ran sfc /scannnow

(First run only found errors with fonts)

Ran sfc /scanfile=c:\windows\system32\vaultsvc.dll

(No errors found)

Replaced vaultsvc.dll with known good version

Ran Dism /Online /Cleanup-Image /RestoreHealth

(The source files could not be found)

Ran dism /online /Cleanup-Image /StartComponentCleanup

(The operation completed successfully)

Ran sfc /scannnow

(Windows Resource Protection found corrupt files and successfully repaired them.)

Ran Dism /Online /Cleanup-Image /RestoreHealth
(he restore operation completed successfully. The operation completed successfully.)

Ran sfc /scannow

(Windows Resource Protection did not find any integrity violations.)

The service still fails to start.

    Running Windows 10 Repair Upgrade worked to restore the Credentials Manager service.
