0x80070422 Error

The error code 0x80070422 means "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it".

Press Win + R, type services.msc and click OK. This opens the Services MMC.

Inspect (and fix if necessary) the startup type of the following services and try to start them:

• Windows Update [Start type: Manual]
• Background Intelligent Transfer Service [Start type: Manual]
• Update Orchestrator Service [Start type: Automatic (delayed start)]
• Delivery Optimization [Start type: Automatic]

If some services are missing or unable to start, post the names of the missing services or the error message(s) here.

I can't get logged into my microsoft account. Keep getting this error. Followed the instructions but it says i am not authorized to change the delivery optimization.

When i try to do the

Delivery Optimization [Start type: Automatic]" part it says "No acces" and even tho i open it with admin it still has that problem, please help

Is "Delivery Optimization" currently disabled?
