Why does my CPU utilization go up whenever I use my mouse even though I am just watching videos with no background apps.

My CPU utilization goes up whenever I move my mouse across the screen. I found the problem whenever I closed Fortnite. Whenever I start watching videos on YouTube whenever I move my mouse the whole video slows down and sometimes it even freezes which become annoying because I try to multitask but it just becomes harder than it needs to be. I also have a reason to believe that it is because of the new GPU that I recently installed in my computer which is an RX 580 8GB. I tried finding a solution, one of them being checking the software that the mouse that I use comes with (Razer Synapse/ Razer Deathadder Essential) but that didn't help with anything. Now I'm stuck with a slow computer whenever I close Fortnite and it is something that has been annoying me.

    I have the same issue. I found a partial fix, maybe this will help you. Go to apps and features and uninstall 3d viewer and both snipping tools. You will need to restart. Also check and make sure night light is off. Doing those things didn't completely stop it, but I had noticable improvement. Hope this helps.
